“In 2021, despite the waves of the coronavirus, a recovery is proceeding of the world economy and of our domestic economy,” Shulginov said. “This is observed in terms of growth of production indicators in the fuel and energy complex. By the end of the year, we are now predicting an increase in oil and gas condensate production of 0.8 %, compared to last year, to 517 million tonnes. Gas production will be 777 billion cu. m. – that is 12 % higher than last year and also higher than in 2019, before the onset of the pandemic.”
In addition, Russia will boost coal production by 8 %, thanks to shipments to Europe and the Asia-Pacific region and electricity generation will increase by 5.6 % to 1.123 trillion KWh.
Production of petrol and diesel fuel will also exceed figures from last year.
“This year, we are anticipating petrol production of about 40 million — that is higher than last year and almost identical to 2019 -and diesel fuel production of 80 million,” Shulginov said.
This year, the ministry reached agreement on the modernisation and on the construction of new oil refineries – a total of 21 agreements. That will ensure sufficient capacity for production of motor-type fuel, including winter types.
“Thanks to these agreements, production of petrol for vehicles will rise by more than 4.7 million tonnes by 2026 and diesel fuel by 32million tonnes,” he said.
Shulginov noted that the Russian government had worked out measures for stimulus, with the emphasis on remote, difficult-of-access deposits and mature fields.
“A major project, now in the stage of active development with the use of a system of stimulation, is the Rosfneft ‘Vostok oil’ project, with the aim of creating a new oil and gas province in the Taymyr peninsula (in Russia’s far north),” he said.
