USER AGREEMENT
This User Agreement document constitutes regulated terms of use of the Global Energy Association Website and its official social media pages.
- User Agreement – General Provisions
1.1. The following defined terms apply in this document and in the relations of the parties arising from it or related to it:
- a) Platform — hardware and software integrated with the Global Energy Association Website and its official social media pages;
- b) User — a legally capable physical person who acceded to this Agreement for own benefit or acts in the name and on behalf of a legal entity.
- c) Website and official social media pages of the Global Energy Association / Website, Page — Internet resources posted on the globalenergyprize.org domain and its subdomains, and social media Internet address.
- d) Service — a set of services and a license provided to the User through the use of the Platform.
- e) Agreement — this agreement as amended and supplemented.
1.2. Using the Service in any way and in any form within its declared functionality, including:
viewing content posted on the Website;
completing registration and/or authorization on the Website;
posting or displaying on the Website of any content including, but not limited to: texts, hypertext links, images, audio and video files, data and/or other information, creates adequate conditions for the use of the Website with due regard to the rights and obligations set forth in this Agreement.
1.3. By using any of the above options for using the Service, you confirm that:
- a) You have read the terms of this Agreement in full before using the Service.
- b) You accept all the terms of this Agreement in full without any exceptions and restrictions on your part, and you undertake to comply with them or discontinue the use of the Service. If you do not agree to the terms of this Agreement or do not have authority to enter into it under these terms, you should immediately stop all use of the Service.
- c) This Agreement (including any part hereof) may be amended by the Global Energy Association without any special notice. The amended Agreement shall take effect upon being posted on the Website and official social media pages or upon being communicated to the User in any convenient form, unless otherwise provided for by the amended Agreement.
- General Terms of Use of the Service
2.1. Using the Service functionality is only allowed after the User has completed registration and authorization on the Website in accordance with the procedure established by the Global Energy Association.
2.2. The technical, organizational and commercial terms of use of the Service, including its functionality, shall be communicated to Users by way of a Website posting or by notifying Users.
2.3. The User-selected login and password constitute the necessary and sufficient information for Website access. The User shall not provide his/her login and password to third parties and shall be fully responsible for their security, having the option to choose the storage method.
- Website Use License and Permitted Use of the Website
3.1. The Global Energy Association grants to the registered and/or authorized User the right to functional, non-commercial use of the Platform, the Global Energy Association Website and its official social media pages free of charge, under a simple (non-exclusive), non-transferable license within the functional capabilities of the Service.
3.2. The Global Energy Association is entitled to set limits as to the scope and composition of information materials posted by the User, and introduce other technical restrictions on the use of the Platform and (or) the Global Energy Association Website and its official social media pages, which will be communicated to Users from time to time in the form and in the manner chosen by the Global Energy Association.
3.3. Any other use of the Platform and (or) the Global Energy Association Website and its official social media pages is strictly prohibited.
- User Guarantees
By accepting the terms of this Agreement, you represent and warrant that:
4.1. You have all the necessary rights and authority to enter into this Service Use Agreement and fulfil your obligations hereunder;
4.2. You will use the Service solely for the purposes permitted under this Agreement subject to its provisions as well as to the requirements of applicable law and prevailing practice;
4.3. You will not take any action that conflicts or interferes with the provision of the Service or the operation of the relevant equipment, networks or software through which the Service is provided;
4.4. Your use of the Service for specific purposes does not infringe on third party property and/or personal non-property rights as well as prohibitions and restrictions established under applicable law, including without limitation: copyright and related rights, trademark rights, service marks and appellations of origin, design rights, the right to use images of people; the content provided by you does not contain information and/or images offending the honor, dignity and business reputation of [third] parties, promoting violence, pornography and drugs, racial or ethnic hostility, and you have obtained all relevant permits from authorized persons in connection with the use of such content.
- License to Use User Content
5.1. By accepting the terms of this Agreement, you grant to the Global Energy Association gratuitous right to use (permit to use) the content that you add (post or stream) on the Global Energy Association Website and official social media pages.
5.2. The said right and/or permit to use content shall be granted to the Global Energy Association at the same time as you add such content to the Global Energy Association Website and official social media pages for the entire duration of exclusive intellectual property rights or protection of non-property rights to the said content, to be used in all countries of the world.
5.3. Under the simple (non-inclusive) license granted to the Global Energy Association, the use of the content is permitted in the following ways:
reproducing content, i.e. making one or more copies of the content in any tangible form and writing them to the memory of an electronic device (reproduction rights);
distributing content copies, i.e. providing access to content reproduced in any form, including via network and other methods, as well as by way of sale, lease, rent, lend, including import for any of the above purposes (distribution right);
displaying content in public (right to public display);
performing content in public (right of representation and performance);
communicating content in such a way that any person can have online access to it from any place and at any time of their choice (right to communication to the public);
modifying content, i.e. remaking or otherwise altering content, including translation between languages (right to alter);
[exercising] the right to cede all or part of the acquired rights to third parties (sublicensing right).
- Restrictions
By accepting the terms of this Agreement, you understand and acknowledge that:
6.1. Consumer protection law does not apply to the relationship of the parties regarding the provision of the Service on a gratuitous basis.
6.2. The Service is provided on an “as is” basis, therefore you are given no guarantee that the Service will meet your requirements; that provision of services will be uninterrupted, timely, secure or error-free; that the results that may be obtained from the use of the Service will be accurate or reliable; that the quality of any product, service, information or user content obtained from the use of the Service will meet your expectations; that any Service software errors will be corrected.
6.3. Responsibility for the substance of content and its compliance with applicable law rests fully with the person who generated such content and/or added it to the Global Energy Association Website and its official social media pages.
6.4. The Global Energy Association does not have any relation whatsoever to the content provided and/or posted (including by way of streaming) by Users on the Website, and does not verify the substance, authenticity or safety of such content or its components, or its compliance with applicable law, or appropriate User entitlement to its use.
6.5. Specifically, you are prohibited from using the Service for:
posting and/or distributing infringing content;
posting and/or distributing content of pornographic nature or promotion of pornography and underage erotica or advertisements of sex services;
posting and/or distributing any other prohibited information including content of extremist nature or which is targeted at infringement of human rights and freedoms on account of race, ethnicity, religion, language or gender, which incites to violent actions against humans or inhumane treatment of animals or calls for other illegal actions, including explanation of the process of manufacture and use of weapons, drugs and their precursors, etc.;
preferential or exclusive posting of links to other websites;
distributing advertising materials through personal messages to other Users without obtaining their prior consent to receipt thereof (SPAM);
restricting, by way of password or otherwise, access to files posted or streamed on the Global Energy Association Website and its official social media pages.
6.6. Despite the prohibition, while using the Service you may receive content that you may consider containing offensive or obscene information or information otherwise violating applicable law or infringing on rights and/or interests of third parties.
6.7. If you discover an instance of infringement on your rights and/or interests concerning provision of the Service, including by illegal posting of content by another User, you should notify the Global Energy Association. For this purpose you would need to send a written notice to the Global Energy Association with a detailed description of circumstances of infringement and a hyperlink to the Website page that carries the content infringing on your rights and/or interests.
6.8. Should claims from third parties arise with regard to the breach of any third party property and/or personal non-property rights or statutory prohibitions or restrictions, you are obliged, at the request of the Global Energy Association, to complete official identification, while also providing the Global Energy Association with a notarized commitment to settle the relevant claims using your own resources and at you own expense, specifying you passport details.
6.9. The Global Energy Association reserves the right to delete any content from the Website or temporarily restrict access to it at its own discretion without disclosing the reason.
6.10. In the event of repeated or gross violation of the terms of this Agreement and/or statutory requirements the Global Energy Association reserves the right to block your account altogether, delete it or otherwise restrict (discontinue) provision of the Service.
6.11. In the event that the Global Energy Association is held liable or penalized in connection with your infringement on third party rights and/or interests or your non-compliance with statutory prohibitions or restrictions, you shall fully reimburse the Global Energy Association for any losses.
6.12. The Global Energy Association shall not be held liable for anyone using publicly available personal data of the Users.
6.13. In all events the liability of the Global Energy Association shall be limited to 1,000 (One thousand) rubles and shall be imposed only in the case of fault.
- Notifications
7.1. You agree to receive from the Global Energy Association any electronic messages (hereinafter, “notifiers”) about any news, events or actions occurring within the Website or in connection with it or its use in general, to the e-mail address specified in your profile on the Website.
7.2. The Global Energy Association is entitled to use notifiers to inform the User of the capabilities of the Platform and (or) the Global Energy Association Website and its official social media pages and/or of changes in the information resources posted there.
- Miscellaneous
8.1. The registered User shall independently determine the terms and procedure for using the account (profile) created which, however, may not contradict this Agreement under any circumstances.
8.2. Applicable law. This Agreement, its conclusion and execution as well as all matters not regulated hereby shall be governed by the laws of the Russian Federation.
8.3. Arbitration. All disputes under the Agreement or in connection herewith are subject to consideration in court at the location of the Global Energy Association in accordance with the current procedural law of the Russian Federation.
8.4. Amendments. This Agreement may be amended or terminated by the Global Energy Association unilaterally without prior notice to the User and with no associated compensation to be paid.
8.5. Agreement version. The current version of this Agreement is posted on the Global Energy Association Website and is available on the Internet at: http://www.globalenergyprize.org/ru/

on Processing and Protection of Personal Data of Visitors of the Website

of the Global Energy Association on Development of International Research and Projects in the Field of Energy
(the Global Energy Association)
(hereinafter, Regulation)
This Regulation on Processing and Protection of Personal Data of Visitors of the Global Energy Association Website http://globalenergyprize.org, its services (hereinafter, the Website) and official pages in social media and their subdomains (hereinafter, social media pages) applies to all information data on the visitor which are located on the http://globalenergyprize.org domain name and social media pages and which are available when using the said resources.
The relations pertaining to collection, storage, distribution and protection of information on visitors of the website and social media pages are governed by this Regulation, other official documents of the Global Energy Association, and the applicable law of the Russian Federation.
- General Provisions
1.1. By using the website and social media pages, the visitor (by way of completing registration/authorization, sending messages/comments, applications, other communications (actions) via means and forms of communication on the website and social media pages) expressly agrees to the terms of this Regulation.
1.2. If the visitor does not agree with the terms and conditions of this Regulation, the visitor must immediately discontinue the use of the website and social media pages. This with the visitor.
1.3. This Regulation applies exclusively to the Global Energy Association website and social media pages. The Global Energy Association is not responsible for third party websites that the visitor may enter using links on its website and social media pages.
1.4. The Global Energy Association does not verify the accuracy of visitor information received (collected) except when such verification is necessary for the fulfillment of the Global Energy Association’s obligations to the visitor.
1.5. Personal data processing is based on the following principles:
1.5.1. Legality of purposes and methods of personal data processing.
1.5.2. Good faith.
1.5.3. Consistency of personal data processing with predefined purposes declared at personal data collection as well as with the powers of the Global Energy Association.
1.5.4. Consistency of the scope and nature of processed personal data and personal data processing methods with the personal data processing purposes.
- Scope of Visitor Personal Data Provided when Visiting the
Website and Social Media Pages
2.1. Personal data — identification information independently provided by the visitor which relates to the visitor:
2.1.1. Within the “Subscribe to Newsletter” form: e-mail address.
2.1.2. Within the “Mail us” form: name, e-mail address.
2.1.3. Within the “Apply” form: login, password.
2.1.4. Within the “Nominate” form: last name, first name, patronymic, birth date (day, month, year), gender, country, city, employment, position, e-mail address, telephone number, postal address, password, area of specialization in the energy sector.
2.1.5. The Global Energy Association also processes other visitor data including:
2.1.5.1. Standard data automatically received by the server when the visitor accesses the website and social media pages and performs subsequent actions (host IP address, visitor’s browser information, technical specifications of equipment and software, the type of operating system, website and social media pages accessed by the visitor, the date and time of accessing the website and social media pages).
2.1.5.2. Information automatically received when the website and social media pages are accessed using tabs (cookies).
2.1.5.3. Information received as a result of the visitor’s activity on the website and social media pages.
2.1.5.4. Information received as a result of other visitors’ activity on the website and social media pages.
2.1.6. Any other personal data additionally provided at the visitor initiative using the relevant sections and resources of the website and social media pages.
2.2. By providing his/her personal data on the website, the visitor agrees to its processing by the Global Energy Association over an unlimited period of time.
2.3. Processing of personal visitor data implies using the data for the purpose of executing Global Energy Association’s obligations to the visitor as specified in this Regulation.
- Personal Data Processing Purposes
3.1. The Global Energy Association uses personal data provided by visitors on the website and social media pages strictly for the following purposes:
– visitor identification (registration and/or authorization);
– enforcement of the user agreement;
– establishing feedback from the visitor and processing their applications and inquiries;
– informing the visitor on the status of application and inquiry processing;
– providing personalized technical support to the visitor in the event of any issues related to the use of the website and social media pages;
– viewing content posted on the website and social media pages on behalf of visitors;
– posting or displaying on the website and social media pages of any content including but not limited to: texts, hypertext links, images, audio and video files, data and/or other information;
– informing the visitor on Global Energy Association news on behalf of the Global Energy Association.
- Regulations for the Use of Personal Data
4.1. Visitors’ personal data are processed with their consent. When leaving personal data on the website or social media pages the visitor expresses his/her full consent to automated as well as non-automated processing and use of his/her personal data. The Global Energy Association guarantees that the personal information provided/posted by the visitor when using the website or social media pages is used strictly for the purposes specified in this Regulation. The Global Energy Association commits not to share the data thus received with third parties.
4.2. In addition to personal data, the Global Energy Association acknowledges the visitor’s IP address and receives information about the Internet resource from which the visitor was redirected to the website or social media pages. This information is not used for establishing the visitor’s identity.
- Personal Data Protection
5.1. Information on visitor personal data is confidential. All confidentiality measures implemented in collecting, processing and storing visitor personal data apply to electronic (automated) as well as paper media. The Global Energy Association takes necessary and sufficient steps to protect visitor personal data against accidental or intentional unauthorized access, distribution or other unlawful actions of outside parties.
5.2. The Global Energy Association ensures the safekeeping of visitor personal information, does not disclose data without the visitor’s prior approval and does not publish data except as stipulated in par. 7.2 hereof.
5.3. Should personal data be lost or disclosed the Global Energy Association takes all necessary steps together with the visitor to prevent losses or other adverse consequences.
- Storage, Transfer and Use of Personal Data
6.1. Visitor personal data are stored exclusively in electronic media and processed by automatic systems within the territory of the Russian Federation except when non-automated personal data processing is necessary to comply with statutory requirements.
6.2. Visitor personal data are not transferred to any persons except as directly stipulated in this Regulation.
6.3. Software applications used by visitors on the website and social media pages are hosted and maintained by third parties (developers) operating independently of the Global Energy Association and not acting on behalf or at the direction of the Global Energy Association. Visitors must familiarize themselves with the personal data protection regulations and policies of such third parties (developers) before using relevant applications.
6.4. Disclosure of visitor personal data at the request of government (local government) bodies complies with the procedure stipulated under applicable law of the Russian Federation.
- Liability
7.1. The Global Energy Association is held liable for losses incurred by the user in connection with unlawful use of the latter’s personal data only when the Global Energy Association is at fault under the Russian Federation law except for cased stipulated in par. 7.2 hereof. In all events the liability of the Global Energy Association is limited to 1,000.00 rubles and is imposed on it only in the case of fault.
7.2. The Global Energy Association shall not be held responsible for information provided by the visitor on the website and social media pages in a publically available form as well as for data disclosed with the visitor’s consent.
- Miscellaneous
8.1. This Regulation is a public document available to any Internet visitor and published on the official Global Energy Association website at https://globalenergyprize.org/en/ and shall remain in force until abolished or replaced by another similar internal document.
8.2. This Regulation does not apply to actions and Internet resources of third parties.
8.3. The Global Energy Association may amend this Regulation without notice to and consent of the visitor. Amendments are made pursuant to the President’s Order. A new version of the Regulation will become effective upon being posted on the Global Energy Association website at http://globalenergyprize.org unless otherwise stipulated in the new version of the Regulation.
8.4. Any suggestions or questions related to this Regulation can be submitted in any convenient way at http://globalenergyprize.org.
8.5. The Global Energy Association is not responsible for the actions of third parties to whom visitor information became available through the use of Internet, website services or social media pages, and shall not be held liable for the consequences of using information that, due to the nature of the website and social media pages, is accessible to any Internet user.
8.6. The Global Energy Association recommends that visitors act responsibly when deciding on the scope of personal information to be made available from the website and social media pages.
- Destruction of Personal Data
9.1. Visitor personal data are destroyed upon visitor’s written request. Such request must contain identification data which explicitly attributes the information to the visitor. A written request must be mailed via Russian Post to Global Energy Association: 23, Tverskaya street, building 1, lodging III, room 16, 2nd floor, Moscow 125009.
